Well, the video suggests that it is.  There's not much mention of the whole  mass-starvation-because-of-famine thing during Mao's "Great Leap Forward."  Purges don't really come up, either.  In fact, large masses of people dying aren't mentioned at all.

That said, after watching the video, I thought, well, maybe this is just a parody or a translation of the original Chinese propaganda film.  Uhhhhhh...well, no.
