The reason is that no one has found a reliable way to unlock the iPhone 3G, which means you're stuck using the two year AT&T plan, exclusive to iPhone.  The old model is relatively easy to unlock, you can use any carrier that way, and tap into free wi-fi hotspots.  There's an industry popping up around tracking down used phones to resell.  They're also a hot item on eBay.
