I'm betting it was some guy who'd been in the can for failing to pay child support or had too many DUIs. He came home and found the combo platter he'd put in there the night before his arrest, and in true Burgh fashion--pitched the entire appliance.

So they diverted the race around the block where the device had been found and dismantled.  Am I being stupid here, or wouldn't that block be the safest place in all of Pittsburgh, and thus the one place in Pittsburgh you're absolutely certain you want the race run through?
