...and they don't even offer IOUs like the Soviet of California, they just don't pay their bills, and they've got about $6 billion in unpaid bills and funding.  Naturally, the Democrat governor is proposing a tax hike to deal with the issue.  I'm thinking we need a We're Out Of Fucking Money, Stupid category for the sidebar.
