Chicago of course being the Nanny Capital. Philly was ranked number 26 in spite of itself, those of us in the non-Soviet parts of the state kept them from imposing fascist anti-gun laws on Philly citizens, which probably would have made it drop even further.  You're welcome Philly, even though most of you Marxist clowns aren't smart enough to appreciate it.
