Construction has started again, an Egyptian firm has begun refurbishing some of the upper levels of the building. South Korean media believes it would cost about $2 billion to completely finish, and there are some architects who question if it would even be structurally sound if completed.

Okay... hypothetical.
That building gets finished and goes into use, collapsing not long after in a spectacular, televised fashion.
Do you get to laugh at all? Even just for a moment?
Short answer is yes with a but, the long answer is no with an if.
